Christian Le Borgne is Chief Executive Officer of SPL AFAM (Actifs Ferroviaires et Appui à la Mobilité), one of France's largest public railway asset management companies, operating under a 40-year concession with the Auvergne-Rhône-Alpes Region and overseeing a multi-billion-euro portfolio of rolling stock and rail assets. He brings more than 30 years of C-level leadership in rail and mobility, with senior roles at Alstom, RATP Group, Transdev, SETRAG/ERAMET, and NAVYA — spanning rolling stock manufacturing, network operations, infrastructure delivery, and autonomous mobility across Europe, Africa, and the Americas. His experience covers the full asset lifecycle, from industrial strategy and multi-billion-euro project delivery to maintenance performance, financing, and public-sector governance. Trilingual in French, English, and Spanish, Christian holds a PhD from HEC / Paris 1 – Sorbonne, an MSc from ESCP / Paris 2, and an engineering degree from ICAM Lille.
